Annual Parish Meeting

MINUTES OF OVERSTRAND ANNUAL PARISH MEETING HELD ON THURSDAY 15th APRIL 2010 IN THE PARISH HALL
Refreshments were served at 6.45pm and reports from the various groups and organisations were on display for information.  The meeting commenced at 7.30 pm.

Present Cllr.Mr.Vickers (Chairman),  Cllrs.Mrs.Brittlebank, Mr.Paul,   Mr.Partridge, Mrs.Haynes,  Mr.Witham, Mrs.Claridge, PCSO Alison Holmes , D.Cllr Mrs.Fitch-Tillett and 24 members of the public

1. Welcome by the Chairman.  Mr.Vickers  welcomed those present,  and explained once again that this is not a Parish Council meeting, but a legally required Parish Meeting, where anyone is welcome to speak or ask questions.    He drew attention to the raffle taking place to raise funds for the bonfire and fireworks event this year, and also to the reports on the notice boards.

2.Apologies.  C.Cllr.Mr.Jones,  Cllrs .Mr.Driscoll,  Mr.Hollows and Mrs.Debbage, and Mr.Holmes, Chairman of the SMCommittee.

The Chairman asked  PCSO Holmes  if she  would care to give her report first, in order that she may leave.  There had been twenty-one crimes in the village  compared with twenty-six last year.  Four theft, Five  criminal damage to a vehicle , One robbery, One Hate incident, One burglary other than dwelling, Two arson, Two criminal damage to building, One sexual assault, One possession of cannabis, One inflicting GBH without intent, One causing death by dangerous driving and One assault.   She reported on the current priorities and that Inspector  Kersty Brooks is now overseeing the Cromer and Sheringham area.  The next Mobile Police Station will be on Tuesday 4th May.   (Full report attached) PCSO Holmes answered various questions from the floor, and the possibility of setting up a Speedwatch in the area was discussed.   The Chairman thanked PCSO Holmes, who left the meeting at 7.40pm

3. Minutes of the meeting held on 22nd  April, 2009.    These were read by the Clerk and Mrs R.Reason proposed that they be signed as a true record, seconded by Mr.Fitch

4. Matters Arising.   There were no matters arising.

5. Clerk’s Financial Report.  Receipts for the year, recorded to date, (and including £4013 income from sale of DVDs)  are £20014, and payments £18093 (not final audited figures – various adjustments still have to be made) (Full report attached)    The Clerk enlarged on items listed, where required, and gave special personal thanks to those people who had helped  her and given their time for the good of the village:  Mr.Richards, who edits Overstrandonline so admirably, Mrs.Lloyd and Mrs.Bond who tend the very pretty village sign garden, Mr.Lloyd who has taken over mowing the lawn on the garden following the sad death of Mr.Green, Mr.Driscoll, the village “Flagmaster” (who needs more work) and Mr.West who did not repair, but re-carved the crumbling village sign so beautifully.   She added that the raffle being held was to raise extra cash towards the bonfire and fireworks event this year, and thanked those who had bought tickets.
The Clerk drew attention to the posters saying “Slow Down” provided by NCC, and asked if anyone would be prepared to display one on their property, or to take the leaflets and/or car stickers.

6. Chairman’s review of the Year.  The Chairman gave a comprehensive report on  events over the year. (Full report attached)

7. (i)  Report by District Cllr. Mrs.Fitch-Tillett (Attached)

7. (ii) Report by the Chairman of the SMC .   Mr.Holmes  was unable to attend the meeting, and the Clerk read his report (attached).

8. To discuss the suggestions  for the most appropriate use of the legacy from Mr.R.Cork.

The Minutes of the Special Meeting held on 24th March, in which the ten suggestions received were listed,  were available for the members of the public present.   The Clerk advised that suggestions  8(a) and (b) had been withdrawn, as they were felt inappropriate and unworkable by the fishermen, at the present time.   There were also two additional suggestions,

11. A Tide Clock  and
12. Signs at each end of the village “Welcome to Overstrand”. 

The various items were discussed in turn,  and enlarged upon where necessary.  The general  views of those present were noted, and appeared to be in line with the “show of hands”  as in the Minutes.    The idea of a Tide Clock, as a memorial to Mr.Cork,  appeared to meet most approval, as one project,  and the Clerk will look into this, with costings.   Mr.Brady expressed the view that members of the Council had been underhand and had not given villagers an opportunity to consider any of the suggestions prior to the meeting.    The Clerk replied that the Special Meeting of 24th March had been announced in the March edition of Land & Strand, and subsequently on the three notice boards, (Mundesley Road/Coast Road Junction, outside the Parish Hall and on the Corner of High Street/ Harbord Road.).  The Minutes of that meeting, with the ten suggestions listed, and the overviews of members of the Council, were displayed on the three notice boards and a resume will be published in the May edition of Land & Strand.   The meeting had also been mentioned on the village website, for those residents who have that facility.

At 9.50 pm the Chairman decided that the late hour prevented him from opening a discussion on facilities offered by an organisation known as “Active Norfolk”, dealing with the promotion of physical wellbeing throughout villages in Norfolk.   This will be publicised at future Council meetings.
